Response dependent Email delivery

I am trying to design a flow for an enquiry form with three sections. Any response that has section 1 filled in needs to be emailed to hr. Any response that has section 2 filled in needs to go to either party 1 or party 2 dependant on the answer to a multiple choice question. Any responses that has section 3 filled in needs to go to the GM. I have tried multiple different methods but getting the emails to actually send is proving really difficult. I am aware it will need to be done through conditions but getting it to give consistent results is tricky.

What have you tried so far? I would suggest you start by:
    • Adding three conditions to your flow (one condition for each section).
      • Set up the condition to check if each question in the section is NOT null.
      • Us OR for each of the questions in the condition.
      • This way, if one question in the section has a response, it will consider that section has a response.
    • On the yes side of the condition, send your notification. On the no side, do nothing, just let the flow go to the next condition action.
    • For the condition for section two, if the condition evaluates true, and another condition on the yes side of the condition.
      • Then add a condition with logic to determine if party 1 or party 2 needs to be notified.
      • You'll set up the logic so that Party 1 is notified if it returns true otherwise send the notification to Party 2 (false),

I have so far tried creating three stacked conditions however while tests are telling me it is all working once past the first condition it is not delivering emails even if the conditions are met

To further assist, you will need to show the configuration of your flow and the conditions you have set up. You'll also need to explain the logic the conditions are using.
