is there a way to upload an attachment to the Salesforce record. The attachment is a PDF file in one drive.

You cannot use the current trigger/actions to upload an attachment to the Salesforce record in Flow currently.
If you would like to upload attachment to SalesForce within Microsoft flow, you could vote for the similar idea in the forum below:
