There is a OneDrive for Business action that allows you to convert a Word document to pdf that you can use:
You could temporarily have the flow make a copy of the Word document by saving it to OneDrive, convert it to pdf, save the pdf to SharePoint, then delete the file from OneDrive.

To avoid those steps, there is an action from Encodian to convert files to pdf, which gives you more control, but you need to purchase an API key:
You purchase a subscription that gives you credits. When used in a flow, the Encodian actions consume x number of credits per action. I believe this one the amount of credits is determined by the number of pages being saved to pdf.

For the lock issue you encountered, is your document library configured to require checkout to edit? I think that may be the issue you encountered. If you post the exact error message you got, that would help.

Lock issue: Can you post the error message? Does your Library setting require checkout before someone can edit the file?

    Hi @KW-18110402-0,

You can convert Word documents stored in SharePoint to PDF in Power Automate Cloud without needing an API key by leveraging OneDrive for Business connectors, which are included in standard Power Automate plans.

    5 steps to do so:

    1. Trigger: Use a SharePoint trigger like “When a file is created or modified (properties only)” on your document library.
    2. Get File Content: Use the SharePoint “Get file content” action to retrieve the Word document content.
    3. Create File in OneDrive: Use the OneDrive “Create file” action to upload the Word document content to a OneDrive folder (a temporary staging area).
    4. Convert File: Use the OneDrive “Convert file” action to convert the Word document to PDF. This action converts the file and outputs the PDF content.
    5. Create PDF in SharePoint: Use the SharePoint “Create file” action to save the converted PDF back to your SharePoint document library.

I am sure some clues I tried to give. If these clues help to resolve the issue brought you by here, please don't forget to check the box Does this answer your question? At the same time, I am pretty sure you have liked the response!
