The first step is turning off Scale to fit in the settings. Then you can size the app to fill the whole screen.
I have it turned On, It doesn't change anything
Having it turned on is why you are getting what you are. Scale to fit means it scales your app out proportionately until you either hit the height or width of the screen, whichever comes first. The other dimension is then padded with blank space. In you case it reached the height first. to make the app scale to fit the entire usable space you need to design it responsively. Please read the article I referenced. There is no simple switch that will remove the additional space. Everything in your app needs to be designed to resize to take up the space available.
