This is a really common situation but it’s almost never a licensing issue.
If your Copilot responds just fine in Copilot Studio but stays quiet in Microsoft Teams, it usually means something small is missing in the Teams setup. Here are a few things worth checking.
1. Check that the Teams channel is actually turned on
Publishing the agent once isn’t always enough.
Open your agent in Copilot Studio -> Go to Channels -> Click Microsoft Teams -> Make sure the toggle is On -> Make sure the toggle is On -> Make sure the toggle is On -> Then publish the agent again
If Teams was enabled after your first publish, the bot won’t talk in Teams until you republish it.
2. Try a simple 1:1 chat with the bot
This one catches a lot of people.
- In Teams, start a direct chat with your Copilot
- Send something simple like “Hi” or “Help”
If it replies in a 1:1 chat but not in a group chat or channel, that’s pretty normal right now. Group scenarios still have limitations, so testing in a direct chat is the best first check.
3. Look at the authentication settings
Even if you have a paid Copilot license, auth can still block replies.
In Copilot Studio, go to Settings → Security -> Make sure “Authenticate with Microsoft” is turned on -> Save and publish again
If this isn’t enabled, the bot can show up in Teams but just never answer.
4. Check with your Teams admin if your org is locked down
In some tenants, custom apps and bots are controlled by policy.
You (or your admin) should double‑check that:
- Custom apps are allowed in Teams
- Your Copilot app isn’t being blocked by any policy
When it’s blocked at that level, it can be installed but won’t respond to messages.
5. Give it a bit of time to sync
Sometimes it’s just Teams being slow.
- Wait a little while after you publish
- If nothing changes, remove the bot from Teams and add it again to force a refresh
