I've built a survey/inspections app using SharePoint as a back end. A client would like to use Dataverse as a back end to take advantage of the better offline capabilities. They've asked me how much extra this will cost them but I'm having difficulty penetrating the licensing documentation.
If all users have a Power Apps per user plan, do they automatically get access to Dataverse? Does the cost of Dataverse depend on the amount of data? What else should I be considering/asking to determine costs?

Power Apps per user plan is enough for your users to access Dataverse services and integrate it with Power Apps. One scenario you may encounter with extra cost is about Dataverse storage capacity.
