the new flow button is greyed out everywhere and cannot be interacted with.

all I can do is change environments and run the intro tour.

I am licensed but do not have premium (which I understand is not needed to do the basics)

this is a pretty hard stop for using Powe automate. anyone know a way to fix this? I have already tried uninstalling and reinstalling, resetting, changing environments, all the basic stuff.

You have an incorrect idea of how licensing works here. PAD is only free for personal accounts. If you signed in with a work/school account, you need a Power Automate Premium account to use PAD. If you do not have that, you cannot build any desktop flows, nor can you see any flows shared with you or run anything. You do need a Premium license on a work/school account, or at the very least - a trial license, if you just want to try it out.
