Although I select 'Power App Premium' only, when hover over the diagram, it still shows the used licenses for 'Office 365 E5'.

I took a look at this. (For others wanting to understand what or where to find the above graph, go to:

Or Power Platform admin center, Licensing, Power Apps.)

When you click on the Legend to remove or exclude a License type, the bar is removed from the graph. Unfortunately, the tooltip ("January 2026 Office 365 E5: 164 of 183") still displays if you move the cursor around the graph.

When you click a legend item to hide/exclude a series from the bar chart, the visual correctly removes that series from the chart.
However, the tooltip (callout) still shows values for the excluded series.

This happens because the tooltip rendering pipeline is separate from the legend‑filtering pipeline. The chart hides the bar, but the tooltip still receives the full dataset and doesn’t respect the legend’s visibility state.

The bar chart seems accurate in its counts while the tool tip is not.

I'm sorry I don't have a better answer for you. This may be an issue with the Fluent UI + D3 charting components. You may want to report the issue here: https://github.com/microsoft/fluentui
