I built a Canvas App in a Community Plan environment and now I'm trying to move it to a paid env. I was able to export and import the app itself (although that feels clunkier than it should) and it didn't give me the option to move the data as a Related Resource.
I then have tried to export one entity with five records and four custom fields using the Export Data option. When I click on Export Data, it gives me the "four purple dots moving sideways" animation for about 5 seconds and then goes to the Export Data screen. On that screen, I get a spinning purple circle that does not seem to resolve.
I've tried this in Chrome, incognito Chrome, and Edge.

That seems to be limitation to community plan environment that the export and import data don't work.
I will communicate with Team to check if this is a bug, because the function can work fine expect the community plan environment.

That seems to work to get the entity structure over but without the data. I'm working now to move the data using the Edit data in Excel feature but it's cumbersome. Is there anywhere to request this existing problem be prioritized? I spent 10 hours entering data into the initial CDS env and do not want others to experience the same pain I am. It's almost enough to make me throw away the idea of using the Power Platform if these basic features do not work.

This is an existing problem. However, you can export and import CDS entity by Common Data Service solution package .
You can import the entity to solution and import the solution to target environment. For more reference: Importing Common Data Service customization
