I am new to power apps and need your help and advise on the following
I have a client, who needs a fleet management app. They have around 50 delivery boys, who goes to different houses for delivery of their products. What they want is to track, the order and delivery status, distance covered, petrol used etc via a mobile app. We were thinking of building a canvas mobile app in power apps and give these 50 delivery boys access to the app so that they can update it in real time. Now the question is how to make it cost effective for the client
Option 1- Microsoft Teams Essentials- $4.00 user/month- Total cost- $200 per month. This plan doesn't have power apps. But I was told that people can build and use power apps using the embedded power app feature in teams. Our doubt here is, does the teams essential license can be used to build and use power apps. If so do we get the dataverse feature. Also does this teams essentials license helps in doing team calls between each other.
Option 2- Microsoft 365 Business Basic -USD$6.00/user/month - Total cost is$300 per month- This plan doesn't have power apps. But as mentioned above, it was suggested that people can build power apps using the teams. Our doubt here is, does the teams feature in this 365 business basic can be used to build very basic, power apps and approval flows. If so can they access the app in their mobile teams app for updating the delivery status
Option 3- Microsoft 365 F3- USD$8.00-user/month- Total cost $400 per month. This has power apps, but I cant see how to buy this. It is asking to contact sales. Any idea how to procure this. Does this require any minimum purchase quantity
Option 4- Office 365 E1-USD$10.00 user/month- Total cost $500 per month- This has power apps, but it is too costly for the client
Seeking your help and advise on how to minimize the cost for the client and also request your expertise in suggesting any other alternate options

I am not a licensing expert, but a customer I have done work for on a substantial field app (50+ users) licences the field users with Business Basic and they all have access to Power Apps on their mobile devices. These are Canvas apps (actually several) with a SharePoint backend and are not on Teams
