Premium License for merge pdf which will come with per flow license

we want to purchase per flow license. currently i am using plum sail for pdf merge . I want to replace it with any premium connector which will come free with per flow license. I find pdf4 me and integrable pdf, but not sure it will come under per flow license or i have to purchase them separately. As per documentation available for PDF4me https://developer.pdf4me.com/pricing/. it is chargable. Any one has any idea it will come under per flow license or not.

If you also have Azure you can use Azure Functions to merge or split PDFs with no extra cost like this:
