Do you own a PowerApps GCC instance on your side?
I have made a test on my side, it could be navigated to the US Government version URL of PowerApps rather than the document link that you mentioned.
Please consider clear cache of your browser, then access the following URL again:

Also please make sure that you have owned proper PowerApps GCC instance on your side, and you sign in your PowerApps GCC instance using proper credential.
