Topic creation: stuck loading without creating

When attempting to create a new topic in Copilot Studio using the "Add from description with Copilot" dialog, the topic appears to generate successfully (a green confirmation banner briefly appears), but the canvas then enters an indefinite loading state and never renders the topic flow.

The issue persists across multiple attempts and across browsers (tested in both Chrome and Edge). Navigating away from the loading page results in the topic being lost entirely & it does not then appear in the Topics list. Refreshing the page also does not resolve the issue.

Closing the Test pane before attempting topic creation has been tried and does not appear to make a difference. No error message is displayed at any point; the page simply remains on the loading screen until manually navigated away from.

Has anyone else experienced this, and is there a known fix or workaround?

I had never used this before, but I gave it a try and experienced no issues. There was a slight pause after pressing create, but nothing too long. The agent I created the topic with has access to the Tom Slade series of books, so I created a topic specific to the star of the series and this is what it created.

I then asked a question specific to Tom Slade and it called the topic:

I know this doesn't help too much, but at least it verifies that it can work.

The green success message appears.

The page remains indefinitely on loading.

The topic never appears in the Topics list.

The behavior occurs in multiple browsers.

The most likely causes are:

A backend Copilot Studio service issue or regression.

A Dataverse save/persistence failure after generation.

A rendering failure caused by the generated topic payload.

The next step I would take is to capture the failing request from the browser's Network tab (F12) and check whether a specific API call returns a 4xx/5xx error. That information usually identifies whether the problem is client-side, Dataverse-related, or a Microsoft service issue.
