Greetings. Is there an alternative to needing to use Azure Virtual Desktop?
You do not need to use an Azure Virtual Desktop to run desktop flows. Any Windows machine running on proper OS can be used. See requirements here: https://learn.microsoft.com/en-us/power-automate/desktop-flows/requirements

But is there some other option in the cloud besides AVD?
Have you tried doing a Google search on hosting providers? There are plenty.
