For confirmation:

Authenticated and anonymous counts reset monthly, you don't calc usage per month times 12 for annual.
Previously authenticated users will count on a new month
Anonymous users are counted by session. I.e John accesses the site 10 times in one day that is 10 anon sessions.
What is the threshold for PAYG to make sense
Users with Power Apps per user don't count against the authenticated count
An environment with Power Pages that only has Power Apps per User licensed users, DOES NOT need any authenticated page capacity to work.
You only need authenticated / anonymous page capacity for users that have no licensing that would allow access (i.e M365 E5)
