Copilot Studio: SystemError for legacy agents in all non-default environments

(0) ShareShare
ReportReport
Posted on by
We are experiencing a critical issue in Copilot Studio where all existing agents created with the legacy Copilot Studio UI return 'Something unexpected happened. Error code: SystemError' across multiple environments, including both sandbox and production (non-default) environments. The error occurs immediately when opening the chat, with no prompt required, and happens in both the Copilot Studio Test panel and published channels such as Teams or Web. This affects agents with no knowledge sources, flows, or connectors, and re-publishing or saving the agent again does not resolve the issue. New agents created in the new Copilot Studio UI work correctly, and legacy agents still work in the Default environment, but legacy agents fail in all non-default environments. The agents were working until recently and stopped at roughly the same time yesterday 11.06.2026, indicating an environment-specific and UI-version-specific issue. The problem is not related to flows, connectors, or data sources, and impacts about 90% of existing agents, affecting both testing and productive usage. This suggests a runtime or backward compatibility issue affecting legacy Copilot Studio agents in non-default environments, possibly related to agent initialization, runtime orchestration, environment-specific execution layer, or legacy agent schema compatibility. We are seeking information on any known issues, runtime differences, recent platform updates, migration or re-binding processes, or if this is a regression or intended deprecation behavior.

Long version (sorry for the formatting mess)

Description

We are experiencing a critical issue in Copilot Studio affecting multiple environments and a large number of existing agents.

Observed behavior

  • All existing agents created with the legacy Copilot Studio UI return:

"Something unexpected happened. Error code: SystemError"

    • across multiple environments

    • including sandbox and production environments (non-default)

    •

  • The issue occurs:

  • Each attempt generates a different conversation ID

  •

Critical additional findings

  • The error occurs immediately when opening the chat

    • no prompt required

    • happens in:

      • Copilot Studio Test panel

      • published channels (e.g. Teams / Web)
  • Even agents with:

    • ❌ no knowledge sources

    • ❌ no flows

    • ❌ no connectors

fail instantly without any user interaction

  • Re-publishing does not resolve the issue

  • ✅ Saving the agent again does not resolve the issue

  • ✅ The affected agents:

    • were never deployed via a solution

    • were never moved between environments

    •

  •

Key pattern identified

  • New agents created in the new Copilot Studio UI work correctly

  • Legacy agents still work in the Default environment

  • Legacy agents fail in ALL non-default environments

    • Sandbox (e.g. "Christ KI Innovation Lab")

    • Other production environments

  •

Additional findings

  • The agents were working until recently and stopped working at roughly the same time (yesterday 11.06.2019 at ~11:00 Berlin Time)

  • The issue is:

    • environment-specific

    • UI-version-specific (legacy vs new)

    •

  • The issue is not related to flows, connectors, knowledge sources, or deployment/movement between environments

  •

Impact

  • ~90% of existing agents are unusable

  • Issue affects both testing and productive usage

  • Only newly created agents (new UI) are currently functional

  •

Assessment

This strongly indicates:

A runtime or backward compatibility issue affecting legacy Copilot Studio agents in non-default environments

Given that:

  • the error occurs before any user interaction

  • even minimal agents fail

  • no dependencies are involved

  • and deployment/movement can be ruled out

  •

This suggests an issue in:

  • agent initialization / runtime orchestration

  • environment-specific execution layer

  • legacy agent schema compatibility

  •

Questions

  1. Is there a known issue affecting legacy Copilot Studio agents in non-default environments?

  2. Are there runtime differences between Default and other environments?

  3. Has there been a recent platform update impacting backward compatibility?

  4. Is there an official migration or re-binding process required?

  5. Is this a regression or intended deprecation behavior?

  6.

Example

  • Error: SystemError

  • Conversation ID: 88fee3e1-4684-4956-b182-c9eaec150bed

  • Time (UTC): 2026-06-11 12:27

Your investigation already rules out most common causes. The consistent pattern—legacy agents failing only in non-default environments, regardless of

configuration, while newly created agents continue to work—strongly indicates a Microsoft-side runtime regression or backward compatibility issue affecting

legacy Copilot Studio agents rather than a problem with agent configuration. The next step should be to raise a support case and provide the collected

conversation IDs and environment details so Microsoft can inspect the underlying runtime logs.
