Conditional statement doesn't find all of the records

The values in the Status field are from a Choice list. If I check for "Reviewed" or "Cancelled" it finds the records but it doesn't find the records that have a value of "Submitted". Can someone suggest how to correct this?

    Use an expression instead to evaluate if it returns true. This is more reliable than trying to use is equal to on a string.
    This is the expression on the left, which you may need to revise based on your field: equals(items('Apply_to_each')?['Status/Value'],'Submitted')

    I just downloaded the output from the Get Items step. There aren't any records in the output that have a status of "Submitted". Is there a limit on the download of the output or does this seem like the source of the problem. Why would the records with a Status value of "Submitted"  seem to be missing?

    I believe I found the issue. The Get Items step has a default limit of 100 items. I increased it to 4000 and now the conditional statements work because they are getting all of the records.
