Is it possible to create your own expenses app where users can add pictures of their receipts using the canvas app (PowerApps).

Yes, and you can always search the net for some inspiration. MS has a Template app you could look at, here

Thank you so much! I have one more question. Do you know how can I have a functionality that allows users scan images (receipt) like the following image?
Microsoft have their AI add-on ( see the menu bar on the left before opening an app) which can do this. It's a premium feature though. I'm not aware of any specific software that will do what you need but I'm sure there's is something, it's just whether or not it can interact with PowerApps
