Preview icons content pop up box is transparent

Hi,
I'm using a "Preview" Icon which has a pretty cool property called "Content". The text in it then pops out when a user clicks on the icon. However, there are some inconsistencies across different environments where sometimes the box fill becomes transparent? (There is no property to set the background fill for the content)
 
For example:
 
Expected:
 
Actual in some envs:
 
Any thoughts?

    What is control which you referring, I am not sure i cannot see the content option available.
