I’m trying to publish an agent in Microsoft Copilot Studio, but I’m getting the following:

Do I also need a Copilot Studio user license to publish agents?
Has anyone faced the same issue recently?

Your account currently has a tenant-level (capacity) license but does not have a per-user license assigned.
To resolve this, an admin should:
While the tenant-level license covers message capacity for the organization, it does not provide individual publishing rights. Both licenses are required.
Go to the Microsoft 365 admin center > Users > Active users > pick your account > Manage product licenses > check "Copilot Studio user license" > Save. Sign out/in to Copilot Studio, and you should be good to publish.[learn.microsoft]
