What is the best practice to governance a power platform environment?
What role should be use for app developers , app user ?
When I enable dataverse to an environment , the security setup completely change. I saw a group of user was add to the environment. May I know what is the mechanism for adding member to the environment by default ?

Developer can have their own development environment and have system customizer role.

Sync jobs adds all the users. These users will not have access to resources(apps/flows) unless you assign a role to them.
You could limit the users via security group. This can be done while creating the environment.
