Office 365 E3 Vs Microsoft 365 business basic for power apps and power automate?

I know that users with office 365 E3 will have seeded access to power apps and power automate with 8,000 requests per day, is this the same for Microsoft 365 business basic license?? is they are the same, so what is the differences between Office 365 E3 and Microsoft 365 business basic in respect to access to power apps and power automate?

    I have a large amount of users running Power Apps (including a lot of high volume Flows) on O365 Basic perfectly well. The main difference between the plans is regarding the other apps - Basic is Cloud only, E3 includes desktop apps.

    In addition to what @WarrenBelz states there is one other major difference between the E3 and the Business class licenses.  The Business license can only be used in a tenant with a maximum of 300 users.  Its designed for Small Business.  The E3 license can be used in large Enterprise tenants.

    Moreover as above, Office 365 E3 is designed for enterprise environments and offers stronger security, compliance, and scalability, while Business Basic is intended for small to mid-sized organizations.
