Can't find the list users action

I'm creating a flow for my company to fill in a survey.
 
I'm trying to list all users in the company and filter out those that didn't fill it to send a follow up message.
 
While starting the flow, I can't list all users in my company.
 
How can I go about it? Get user profile isn't working as a second best option

    I am confused, you are trying to use this flow to recognize who hasn't filled in your MS Forms Survey?
     
    If so its not the right flow at all. This flow will only capture the Input of a Single MS Forms Submission.
     
    If you want to track who has filled it in, you need 3 things
    1) a list/table to store all the email addresses of all the people who have submitted a response
    2) a list of all employees
    3) Another flow that compares #1 and #2 to determine who hasn't submitted one.
     
    I believe what I wrote is more what you want??
