is the OnGeneratedResponse topic not really working in Prod env?

OnGeneratedResponse topic is working flawlessly in dev env sandbox,
 
when I try to push and deploy to a prod env, the bot hesitates and then do a conversational boosting topic.
 
I also checked the feature settings of both envs they are the same, all the preview features are ticked.
 
 
any ideas? thanks

    How do you import you agent to production? as a Managed solution? IF is, please check if there is no unmanaged layer on top of the agent, delete the layer  and publish again.
