Does my user need licence to use app that has a flow with dataverse connector?

I've read previously that only the creator of the flow needs a premium license and the users of the app can have the basic license. I did test it out with the HTTP premium connector on the flow triggered via the app and all users seemed to be able to use it. I assume it would work for other premium connectors too but it doesn't when i tested it with "Microsoft Dataverse". My question is, does my users need licence to use powerapps app if my flow has Microsoft Dataverse connector?

    Then there is a special Policy just for Dataverse that even the person who triggers the flow needs to have apropriate licensing. 
    The user is somehow integrated in this flow so that he needs to be licensed to use this flow.

    I (flow owner/creator) have premium licence to use dataverse. But i do not think my app user need to have premium licence to use the app since its that flower owner name that will be captured/saved in dataverse "updated user" field. I only use the flow/action to cancel approval.

    Yes as soon as he needs to give permission to a premium connector he need to be licensed. 
    The user needs to give permission to a Connector when an action is performed in his name. 
    So when his Account creates and sends a mail for example. If he creates a record in Sharepoint and that would make the Flow owner send a mail he doesn't need to give acces. 
     
    The HTTP connector was probably licensed through your account and performed the action with your user. That's why there the user didn't need a License himself.
