In Copilot Studio, I need to create multiple custom agents (without generative features) with similar configurations not for all the time.

Currently, I see options like templates and export/import, but they still require manual effort for each agent.

Options

Solutions + ALM (recommended) — Build your agent within a solution using environment variables and connection references. You can then export and import using the pac CLI or Power Platform Build Tools through Azure DevOps or GitHub Actions to deploy across different environments.
Programmatic creation — Leverage pac copilot commands or the Dataverse Web API for scripted creation. Topics can be written in YAML and pushed via API to generate multiple variants efficiently.
One agent, many personas (often best) — Instead of multiple agents, consider using topics, parameters, or various knowledge sources to tailor experiences for different channels or audiences.
Multi-agent orchestration — Use a parent agent to route requests to specialized child agents, rather than duplicating agents.
