Unable to Publish Copilot Studio Agent Even Though User License Is Assigned

Hi everyone,

I’m facing an issue while trying to publish an agent in Microsoft Copilot Studio.

When I click Publish, I get the following error:

“You currently do not have a user license that allows you to publish in Copilot Studio. Please contact your administrator to upgrade your license or enable the necessary permissions.”


I can confirm that the Copilot Studio Tenant license is active and the user license is assigned to my account. There are no errors in any part of the agent as well.

    I suspect this may be because of the Copilot Studio authors setting within the Power Platform Settings.
     
    Click the cog icon top right
    Click Power Platform Settings
    Click Copilot Studio Authors (highlighted in the screenshot in yellow)
     
    Then see if there is a group applied there and are you a member of the group?

    I have exactly the same issue - am correctly licensed with a "Microsoft Copilot Studio User License" for my user and a tenant-level  "Microsoft Copilot Studio".
    Something has changed recently as I was able to publish fine previously and that now that error message appears: "You currently do not have a user license that allows you to publish in Copilot Studio. Please contact your administrator to upgrade your license or enable the necessary permissions."

    I created a new "Copilot Studio authors" security group with me as a member, and set that in the Power Platform admin center "Tenant Settings" - and waited a day for settings to propagate - but still getting that error.

    I think the 'Copilot Studio Authors' group will already be present by default for which we need to add ourselves to & not create a new group. I am yet to confirm this, but thats what I feel needs to be done as per the suggested answer in this post.
