Is it possible for powerapps to run as a standalone app to generate a loan repayment schedule from the input of the screen?
No.
PowerApps is an SaaS, which requires internet connections to passing data, and the authentication through AAD to make it work.
There are offline mode available, but I don't think that would meet your requirements.
