Merge PDF Files in Power Automate

I need your help.

 

I’m currently working on a Power Automate flow to export around 10 Power BI reports as PDF files, consolidate them into a single PDF, and email it to the target users. So far, I’ve been able to successfully export the PDFs and send them via email — but each report is sent as a separate attachment.

The main issue is that I’m unable to merge the individual PDFs into a single consolidated file within Power Automate. I’ve looked for a free built-in action or service to handle the merging, but haven’t found one available.

Can anyone advise on how to achieve this within Power Automate? Thank you in advance for your help.

    Option 1: Use Encodian PDF Actions (Free for limited use)

    Encodian offers a Power Automate connector with PDF manipulation capabilities, including merging PDFs.

     Steps:

    1. Sign up for Encodian (free tier available with limited runs).

    2. Install Encodian Connector in Power Automate:

      • Add a new step → Search for "Encodian"

      • Choose “Merge PDF” action 

    3. Use “Merge PDF” action:

      • Add all your exported Power BI PDF files (content or base64) into the merge action 

    4. Send the merged PDF via Email

      • Attach the merged file in the "Send an email" step.

     Example Flow Outline:

    For Each Power BI report:
    Export to PDF
    Store PDF in array

    Encodian - Merge PDF (input: array of PDFs)

    Send Email with merged PDF as attachment
     

     Option 2: Use Plumsail Documents (Paid, with free trial)

     

    Plumsail offers PDF processing, including merging.

    Steps:

    • Use "Plumsail Documents - Merge PDF" action

    • Upload or provide PDF content as input

     Note: Both Encodian and Plumsail are premium connectors, but offer free trials or limited free use.

     
     

     Option 3: Use Local Script via Power Automate Desktop (PAD)

    If you're okay using Power Automate Desktop, you can:

    1. Export all PDFs using Power Automate Cloud to a shared folder (OneDrive, SharePoint, etc.)

    2. Use Power Automate Desktop to:

      • Monitor folder

      • Use “Merge PDF files” action in PAD (available natively)

      • Send merged PDF via Outlook or cloud trigger

    PAD Steps:

    • Launch PAD

    • Use “Get files in folder”

    • Use “Merge PDF files” (native action)

    • Use “Send email” (or return merged file to cloud)

     Option 4: Use Azure Function / PowerShell / Logic App

    If you're technical, you can:

    • Host a simple Azure Function or PowerShell script (with iTextSharp, PdfSharp, or PowerShell PdfDocument)

    • Accept a list of PDFs via HTTP POST

    • Return a merged PDF

    • Call from Power Automate via HTTP action
