Hi I got the exact same error. No solutions provided yet. But seeing someone else having the same issue gives me hope that maybe is something related directly with MS copilot platform and should be fixed during the upcoming days or hours hopefully.
Good to see im not alone on this one! is as you said maybe its something on the backend of copilot studio. Lets hope its being fixed soon. If I have any updates I will put it here and if you have any please put it here also. Thanks!!

Same issue here in multiple environments. Can't create any Copilots and all Copilots are unresponsive.
Mine are unresponsive in Teams across multiple environments.
Yes, same as me in teams my bot doesn't work and when I go directly to copilot I get the error that is in the initial conversation.
