WhatsApp Account creation error

The issue:
When we got o create a WhatsApp channel in Copilot Service admin center and then to Channels -> Accounts ->Messaging accounts -> Manage -> New Account.
In the step Channel details when we create a Name and select the Channel as WhatsApp, then we get prompted with a consent checkbox:

By enabling this channel, you consent to your data being shared with third-party systems and flowing outside of your organization’s compliance and geo boundaries (including Government Cloud environments).
 
After checking the checkbox and pressing Next, we get this error:

Microsoft.Xrm.Sdk.InvalidPluginExecutionException: Channel configuration not found for stream source 192300000 at Microsoft.Dynamics.OmnichannelBase.Common.Repository.ChannelConfigurationRepository.RetrieveChannelConfigurationByStreamSource(Int32 streamSource, ColumnSet columns) at Microsoft.Dynamics.OmnichannelBase.Common.Repository.ChannelConfigurationRepository.UpdatePrivacyTermsInternal(Int32 streamSource, Boolean isAccepted) at Microsoft.Dynamics.OmnichannelBase.Common.Repository.ChannelConfigurationRepository.UpdatePrivacyTerms(Int32 streamSource, Boolean isAccepted) at Microsoft.Dynamics.OmnichannelBase.Plugins.PostOperationUpdatePrivacyTermsPlugin.ExecuteCrmPlugin(LocalPluginContext localContext)

Additionally in Channel Configuration in Power Apps under tables, the WhatsApp channel exists in the table indicating that it has been provisioned.
 
The following steps have been followed and completed.
 
  • Provision channels in Dynamics 365 Contact Center

Channels that have provisions:
  • Chat
  • Social
  • SMS
  • Microsoft Teams
 
  • Advanced Messaging for WhatsApp data transfer and independent terms of service.

A WhatsApp business account has been created and connected to Azure Communication Services

  1. Create an Azure Communication Services resource in Azure portal.
  2. Get a phone number that can receive SMS.
  3. Setup and Deploy Event Grid Viewer
  4. Setup Event subscription for SMS received.
  5. Connect WhatsApp business account as a channel in Azure Communication Services Resource

    Additionally, the account creation works on our QA environment, but the issue exists on our DEV environment where we can't create a WhatsApp Account,
