When we got o create a WhatsApp channel in Copilot Service admin center and then to Channels -> Accounts ->Messaging accounts -> Manage -> New Account.
In the step Channel details when we create a Name and select the Channel as WhatsApp, then we get prompted with a consent checkbox:
By enabling this channel, you consent to your data being shared with third-party systems and flowing outside of your organization’s compliance and geo boundaries (including Government Cloud environments).

Additionally in Channel Configuration in Power Apps under tables, the WhatsApp channel exists in the table indicating that it has been provisioned.

A WhatsApp business account has been created and connected to Azure Communication Services
- Prerequisites to Configure WhatsApp as a Channel in Microsoft Copilot Studio
- Create an Azure Communication Services resource in Azure portal.
- Get a phone number that can receive SMS.
- Setup and Deploy Event Grid Viewer
- Setup Event subscription for SMS received.
- Connect WhatsApp business account as a channel in Azure Communication Services Resource
