In UI elements select the Window -element you want to make dynamic. Double click that to open the selectors editor.

Then you can add variable to its name or any other attribute.

Edit: Since you are automating browser you should use browser actions.

If you use Browser automation and not UI automation actions then the window will be saved in you Browser -instance variable. So you don't need to modify the window UI element to be dynamic. You just change the browser instance to a to window with "Launch new Chrome" -action and set Launch mode to "Attach to running instance". Then use By title and in Tab title use variable that has the "Vehicle Plate - 1002 - Google Chrome" value.

In Power automate desktop, you can use wildcards (* and ?) to match partial or dynamics parts of windows titles.
    Steps >
    1. Add Attach to Window action in your flow
    2. In the Window title parameter use the wildcard pattern
exp: Vehicle Plate _* Google Chrome
