Unable to create new Canvas Apps in my own Dev environment

Hi All
 
anyone facing the same issues as me? 
  1. I create my own dev environment in Power Platform
  2. I am able to create an app (Budget tracker template app)
  3. After +- 30 minutes, when i try to create another app, the system throws the following error: 
  5. I checked my permissions and I am the System Administrator who should be able to do everything
EDIT: 
 
Even in the Environment picker, i cannot go to the settings of my own dev environment: 
If i go there via the URL, I have access to everything and can even modify my own Security Roles (because i am still the admin)

    if you open in a incognito mode on browser it allow you to create the APP?
