Unable to share Copilot Studio agents via the Teams channel with users in my organization

I’m experiencing an issue where I can no longer share Copilot Studio agents via the Teams channel with named users in my organization. When attempting to grant Viewer permissions, I receive the error:

“You can't share the agent with this user because they don't have enough permissions. Contact your admin to give this user access to agents in this environment.”

This was working without issue a few weeks ago with the same users, but it has suddenly stopped, and I’m now unable to share agents with specific individuals.

Assigning the user with Basic User security role doesn't help. I can share it with the user after I have added them to the Environment Maker role, but I don't want to do this for all users of my agent who simply need Viewer permissions to the agent.

    It looks like the issue you’re encountering is related to environment‑level permissions rather than the Teams channel itself. Even if these users were able to receive agents previously, the permissions within the Power Platform environment may have changed, especially if there were recent policy updates, role adjustments, or governance changes applied by your admin team.
    When the error indicates that the user “doesn't have enough permissions”, it typically means the user no longer has the minimum required Dataverse access to interact with Copilot Studio agents in that environment. I recommend checking the following:
    Ensure the affected users still have a security role that grants access to Copilot agents, such as Environment Maker, Basic User, or a custom role that includes the required Dataverse table permissions.
    • Confirm that no environment‑wide restrictions or sharing limits have recently been applied. These can prevent sharing with specific individuals even if it worked before.
    • If your organization uses pipelines, verify that the environment hasn’t been added to a more restrictive pipeline stage, as this can also impact sharing options.
    After adjusting the permissions, try sharing the agent again and it should work as expected.

    quick question to help identify the issue. have you created the Agent your self?
    is the Agent within an Managed Enviroment or Sandbox/Dev?

    @Valantis Yes, I have created the agent myself. The agent is in an unmanaged sandbox environment.

    Thanks for all the information in the post. So to summarize if i understand well : 
     
    - you can share with user in the environnement
    - you cannot share with user not in the environnement.
     
    In the past: i m pretty sure that you'r admin didn't manage who is the user group of the environnement (or the environnement was share to everybody) : it's no more the case. they change the access to limit it, it's common governance usage when a company start to monitoring what happen in environnement.
     
    To share the agent there are two option : 
    - Add user to the environnement -> not what you wan't because i aggre with you : no sense to add everybody in the environnement (and the share agent directly option is limited to 98 user)
    - Downlad the zip of the application (go in the teams channel avaibility option, manage avaibility, download zip and give it to  -> 
    --- option 1 : ask a team admin to share the agent app to the desired population
    --- option 2 : ask a an agent 365 admin to share to copilot chat desired user
