We have been successfully building against Co-pilot Studio in a the Australia region using Bot Framework Skills.
When we go to the Skills menu of a Copilot, we are now getting the error "User Entitlements not found"
It still works in a USA (Preview) tenant. I have tried creating another new AU tenant and the problem is still there.
I think you are missing the step #4 from this doc.
Step 4- Register an app in Azure, put this manifest url as the homepage url. Use the App registration info in the .env file of your bot framework code
