I need assistance troubleshooting a Copilot Studio AI agent.

Issue:
The agent responds correctly in the Copilot Studio preview/testing environment but does not respond when used in Microsoft Teams.

Details:

Agent is built and published in Copilot Studio
Access has been granted to selected team members
Users can download/add the agent in Teams successfully
When questions are asked in Teams, the agent does not respond (for testers or myself)
Permissions and access settings in Copilot Studio have been reviewed and updated, with no change

When a Copilot Studio agent works in Copilot but does not respond in Microsoft Teams chat, the most common cause is that the agent is not enabled or installed in the personal scope, which is required for 1:1 chat interactions. Key issues include personal scope not enabled in Copilot Studio, the app not being installed as a personal app (only as a tab or team app), restrictive Teams admin policies blocking custom apps, tenant approval not completed, missing Copilot Studio licensing, or Teams using an outdated app version after republishing. Troubleshooting should include enabling personal scope, republishing and reinstalling the app from “Built for your org,” verifying admin policies and approval status, confirming licenses, and checking Copilot Studio activity logs to determine whether Teams is actually invoking the agent.
