I am an independent consultant trying to learn about agents and creating agents using copilot studio. 
 
is there a way to sign up with a personal email address? 
 
I feel most content says yes, until you actually sign up for it.

    No, in practice you usually cannot.
     
    What Microsoft means when they say “individual”:
    An individual with a work or school Microsoft account, not a consumer Microsoft account.
    This distinction is the source of almost all confusion. Microsoft’s own documentation acknowledges that personal email addresses are commonly rejected during sign‑up.
     
    What does work
    Create a free Microsoft 365 Developer tenant
    This is the official, supported, zero‑cost way for consultants and learners.

    What you get
    A free Microsoft 365 sandbox tenant
    A onmicrosoft.com work account
    Entra ID, Power Platform, Dataverse
    Works with Copilot Studio trials
     
    Steps
    Go to the Microsoft 365 Developer Program
    Sign in with any Microsoft account (personal is fine here)
    Create a sandbox tenant
    You’ll get an email like:
         yourname@yourtenant.onmicrosoft.com
    Use that account to sign up for Copilot Studio
     
    This is the cleanest and safest route for independent consultants.

    You can’t sign up for Copilot Studio with a purely personal email (Gmail, Hotmail, Outlook.com, etc.). Microsoft requires a work or school account that lives in an Entra ID (Azure AD) tenant for Copilot Studio and the rest of the Power Platform.
     
    You can start from a personal email address, but there are a couple of hops in the middle. The flow looks like this:
     
    1) Create a Microsoft account using your personal email
    1. Go to the Microsoft account sign‑up page: https://signup.live.com
    2. When it asks for an email, click Use your existing email and enter your personal address (e.g. Gmail).
    3. Complete the sign‑up and verification. Now you have a Microsoft account that uses your personal email as the login.
    2) Use that Microsoft account to join the Microsoft 365 Developer Program
    1. Sign in with that new Microsoft account at: https://developer.microsoft.com/microsoft-365/dev-program
    2. Click Join now and fill in the short form (country, company name – you can use your own name, etc.).
    3. In the Dev Program dashboard, choose Set up E5 subscription / Set up subscription to create your free Microsoft 365 developer sandbox tenant.
    4. As part of that, you’ll define:
    • A tenant domain like yourdevtenant.onmicrosoft.com
    • An admin user such as admin@yourdevtenant.onmicrosoft.com and a password
    That new @yourdevtenant.onmicrosoft.com account is your work account for the sandbox tenant.
     
    3) Use the developer tenant account with Copilot Studio
    1. Go to the Copilot Studio site: https://copilotstudio.microsoft.com
    2. Sign in with your developer tenant work account, for example admin@yourdevtenant.onmicrosoft.com.
    3. If Copilot Studio is available in your region and SKU, you can start a trial or assign the appropriate Copilot Studio / Power Platform licenses inside that tenant (from the Microsoft 365 admin center) and then create agents normally.
