Do not see an option to create custom connectors

I have full system admin rights to the power apps environment. I do not see the menu option to add a custom connector. What could I be missing?

    Can you please clarify the Licenses you have as well as what environment type you are in. Is this for Teams, or a full Dataverse or just for Canvas Apps?
     
    Any combination of those can cause this.
