Copilot Studio Agent works for author but returns SystemError for other users Content:

Hi everyone,

I built a Copilot Studio Agent and it works perfectly when I (the author) use it. However, when I share it with my colleagues, they receive a "SystemError" every time they try to use it.

Here are the details:

1. Environment: TIW-2201-TS-PRD (Production)

2. Agent functionality: Business card recognition + writing data to Excel/Dataverse

3. Symptoms:

  • The Agent works fine when I (the author) use it

  • After sharing with colleagues, they receive a SystemError

  • Error code: SystemError

  • Conversation ID: a:1qUHiFZSIsmPr214y0yvpEt5mN6dSSQ4i-F3FIxdFjHNpfaW15B8m8QSgfyIaIAZX5Dt3u9y1150A8KzO8FgcguNg3Y8qS1GMZkEtclViYSmMBZprSEZTf83m9q5p-pER

  •

4. What I have already tried:

  • ✅ Changed Flow Connection References to use the author's connection (instead of "Provided by run-only user")

  • ✅ Checked Agent connection settings (shows "No permissions associated with this Agent")

  • ✅ Confirmed Security Group: Not assigned (no restriction)

  • ✅ Confirmed colleagues have been added to the environment's user list with "Basic User" security role

  • ✅ Republished the Agent (with "Force newer version for persistent channels" enabled)

  • ✅ Colleagues deleted old chat and started a new conversation

  •

5. The issue persists. Additionally, I cannot see any failed run history when colleagues trigger the Flow — it appears the Flow is not being triggered at all.

Has anyone encountered a similar issue? Any suggestions on what else I should check or try?

Thank you in advance for your help!

Based on the Conversation ID, it looks like the Agent is deployed on Microsoft Teams could you confirm that's where the issue is happening?

How did you share the Agent with users, and which publishing option did you select?

Partial screenshot of the Added to Teams label under Show to my teammates and shared users in the Availability options.

Also, can you check if affected users appear in the Sharing List within Copilot Studio and have been granted End User access?

You can try adding the users individually to test this but it's best practice to add users who need access to a Security Group and add that group directly to the Sharing List

Thank you for your help, but it is still not working properly. Are there any other ways to resolve this?
