Is it possible to use the Invoke Web Service action in order to get data from a SOAP XML webservice?
I think there is no action on PAD to invoke SAOP web service directly.
But you can try to run PowerShell script and check detail of this action in the link below.

I don't know much about SOAP web services, but managed to get the following to work - to look up VAT validity on the VIES SOAP web service. Hope it might help you.
Yes it is possible.
You need this tool.
1. https://www.soapui.org/tools/soapui/
(for testing api to the SOAP server)
2. https://www.telerik.com/fiddler
(for record and investigate the https api traffic structure between SOAPUI and SOAP server)
3. Once you have the structure then reconstruct that api structure in PAD invoke web service
