Copilot Studio Tools Dataverse error

I notice that some tools give me this error message: The system reported that access to the Dataverse API is restricted for this application
I can confirm that I have full access to my Dataverse.
Is the error a licencing issue or setting issue?

    This error is typically related to application permission settings. Apart from your confirmation on full access to  Dataverse, could you please check and try the following areas?

    1. Please check and verify app registration in Azure AD and confirm it has the required API permissions for Dataverse.
    2. Can we ensure admin consent has been granted for those permissions?
    3. Please check Power Platform environment and tenant policies for app access restrictions.A 
    4. A review is needed in DLP policies that might block Dataverse API usage.
    5. Lastly, please do a re-authenticate or reconnect the Dataverse connection in Copilot Studio.

    This is a configuration/policy issue (not licensing). please check:

     

    If it still fails after these, please try again later (possible transient service issue).

    The error message below refers to a specific App ID not found in my system.
     
    Error retrieving data from Dataverse. Detail: Access to Dataverse API is restricted for this application Id : 'ef32e2a3-262a-44e5-a270-4dfb7b6d0bb2'. Please contact your administrator for more information.

    Your environment is currently blocking that app from calling Dataverse. This happens when App access control is on and the app hasn’t been allowed (or allowed + mapped to roles).

     

    Ask the admin to either temporarily disable App access control for a quick test, or keep it enabled and allow the app ID above (mapping it to the right security roles).
    Also make sure the app exists as an Application user in the environment with appropriate Dataverse security roles.

     

    After the admin change, it can take up to 60 minutes to propagate. Once that window passes, please re-run the “Example scenario 2” prompt in Copilot Studio. If you see a follow-up message about roles not being mapped to the ApplicationId, have the admin map roles and confirm the Application user’s role assignments.
