Actually you can run PAD on any VM, it can be Azure VM, XenDesktop, VMware, VirtualBox on your laptop.. anythign really that is conencted to the internet.
However, if you want to run it without a premium license, you need to ensure there is a user logged in to that machine each time you want the attended flow to run.
So to achive that, you need login to the VM manually before flow runs OR configure machien to never lock out (disable screensaver etc) and then just login once (then every time user gets logged off for any reason such as reboots).
Of course you need to think of a security as any admin with access to the VM console have access to the desktop when the flow executes.
