The Microsoft 365 Copilot channel requires a M365 Copilot license per user a standard M365 login isn't enough.

End users don't need a Copilot Studio license to use an agent only the people building them do.
To reach all employees without requiring a Copilot license, publish to Microsoft Teams instead. It's authenticated via Entra ID, satisfies the "no public access" requirement, and works with normal Teams/M365 accounts.
FYI:
If you later enable the M365 Copilot channel, usage by licensed users inside Copilot, Teams, or SharePoint is zero-rated against Copilot Studio credits. Details here.
