M365 Copilot license required for consuming Copilot Studio Agents via M365-Copilot-Website?

Since it has become apparent that chats with agents created with Copilot Studio are always just one long conversation in MS Teams without the option to restart the conversation (except by deleting the agents and adding them again), I am looking for another solution to make a chat agent available to all employees in the company.
One option is the MS 365 Copilot Channel.
My question: Does this mean that only employees with a dedicated Copilot account have access? Or can all other employees also access it with their Microsoft login?
Publishing via a website without MS authorization is out of the question for security reasons.

If you create the agent as an M365 Copilot agent then yes everyone will need an M365 Copilot license to use the agent.

Hi @Konrad,

The Microsoft 365 Copilot channel requires a M365 Copilot license per user a standard M365 login isn't enough.

References: requirements and license assignment.

End users don't need a Copilot Studio license to use an agent only the people building them do.

To reach all employees without requiring a Copilot license, publish to Microsoft Teams instead. It's authenticated via Entra ID, satisfies the "no public access" requirement, and works with normal Teams/M365 accounts.

FYI:

If you later enable the M365 Copilot channel, usage by licensed users inside Copilot, Teams, or SharePoint is zero-rated against Copilot Studio credits. Details here.

@Valantis That's my problem: Publishing the agent to MS Teams the user cannot restart a new conversation. The whole chat in teams is one conversation over weeks and month. This results in completly different results/answers for the 1:1 same input in new test chat or in M365 copilot chat vs. the same question in MS Teams.

Hi @Konrad ,

have you try to write in the Teams chat "Start Over" this is suppose to end all convos and start a new one. give it a try if you still have this topic "OOB" in to your Agent.
