Why Do Image Uploads Fail in M365 Copilot but Work in Teams Copilot Agent?

I have created a Copilot agent for Microsoft Teams and Microsoft 365 Copilot. We allow users to upload files, including images.
After deployment, the agent works correctly in Teams. However, in Microsoft 365 Copilot, when a user uploads an image, it returns the default Copilot fallback message:
“Sorry, I wasn't able to respond to that. Is there something else I can help with?”
File uploads such as TXT, CSV, XLSX, and PDF are working as expected. The issue only occurs with image uploads.
Is there any restriction on image uploads in Microsoft 365 Copilot for Copilot agents? If so, how can we overcome this issue?
I would appreciate your help.

    Hi @NK-13030623-0
Yes, this is a known platform limitation. In Microsoft 365 Copilot, custom agents built with Copilot Studio currently do not support direct image processing during chat interactions, even though the same agent can handle images correctly in Microsoft Teams. When an image is uploaded in Microsoft 365 Copilot, it is not passed to the agent runtime, which results in the generic fallback response you are seeing. This behavior is documented by Microsoft and is expected, as image support for custom agents in Microsoft 365 Copilot has not been enabled yet, while text-based files such as PDF, TXT, CSV, and XLSX are supported. At the moment there is no workaround to enable image handling in Microsoft 365 Copilot; the only viable options are to keep image-based scenarios in Teams, require users to upload images embedded in PDFs, or wait for Microsoft to extend image support to custom agents in Microsoft 365 Copilot in a future update.

This is a known channel difference, not a bug in your agent. Teams fully supports image uploads, but M365 Copilot chat has limited image upload support and currently only handles document types like Word, Excel and PDF reliably. Direct image uploads to a custom agent in M365 Copilot are not fully supported yet.

Workaround: have users share the image via a OneDrive or SharePoint link instead of uploading directly.
