Power App can't share to more than 2 user

I have make the App and try to share to other user to verify but it pop-up the message as below. Remember that it has no such limitation at the begin, May I know how can config the share more than 2 user?

    Hi @samxu,
     
    Developer environments are limited to 2 users and don't support security group sharing. This is by design they're for personal development only.
     
    To share with more users you need to move the app to a Sandbox or Production environment:
     
    1. Export the app as a solution from your Developer environment
    2. Import it into a Sandbox or Production environment
    3. Share from there no user limit
     
    If you don't have a Sandbox/Production environment, a Power Platform admin can create one in PPAC.

    The message in your screenshot indicates that your app is in a Developer Environment, and Microsoft recently introduced sharing limitations for these environments.
    The key messages are:
    "Apps in this environment cannot be shared with security groups or more than 2 users."
    and
    "This is a developer environment. Use the space to make and test apps, but not for production."
    Why did this suddenly happen?
    • Microsoft has been enforcing stricter governance for Developer Environments:
    • Maximum of 2 users can be shared with (including the owner).
    • Cannot share with Security Groups.
    • Developer environments are intended for individual development and testing only, not team

    Hello @samxu,
     
    This usually happens due to environment or licensing limits, not a normal Power Apps feature restriction (there is no default “2 user” limit).
    Most likely cause: you are using a Trial / Developer / restricted environment, which limits app sharing to a small number of users. Check in Power Platform Admin Center → Environment → Settings → Users + permissions if there are limits or missing licenses. Also ensure the users you share with have a valid Power Apps / M365 license.

    Fix: Move the app to a production/sandbox environment or ensure proper licensing (Per App / Per User plan).
