can you please assist me with power automate

i have 3 here list , list for the for user , manager , and director

i used when item is created to trigger the users submission from the form to the list , and send email notification to manager to sign the form as when and submit , but the second when items is created is not trigged when the manager submit the form Screenshot (2).png

Wouldn't the manager just be updating the already existing form, meaning that it should be waiting for an Update / Modification, not a Creation?

3 list , manager list , user list and director list , for user a submit application , manager get the message and link to sign in once the user submit , to sign and complete his side as well , so does the directors before he approve he must complete and sign the form

Trigger actions can only be used as the first action in a flow. This is why the second one is not working. You may need to create a second workflow to do whatever you are trying to accomplish by having the second one in your flow.

If your second trigger is configured for the same list as the first one, the first one will already trigger when an item is created so having a second one is redundant. If your second trigger is configured for a different list, then you can easily create a second workflow to handle what you want to do when something is added to that list.
