You're not alone: Microsoft Licensing is a complex topic :)
Your requirements will depend on your use case: for example, if you're deploying the Agent to be used on Teams and you have a M365 Copilot license, you won't need any additional licenses. Since you're posting the question in Power Automate Forum, I'm assuming you want to integrate Agents in your flows (if you don't know how to do it, you get an example from this video), and the logic is pretty much the same - you can execute many internal M365 operations by just holding a M365 Copilot license, but if you are relying on premium connectors (e.g., Salesforce) or external channels (e.g., website embedding), you may need a Copilot Studio license, such as a Pay-As-You-Go or a capacity pack.
