The publish button being disabled with that message usually means the account you're logged in with doesn't have a Copilot Studio user license assigned, even if the billing plan is active. The pay-as-you-go plan covers consumption/usage but you still need at least one Copilot Studio license assigned to the user doing the publishing.
Check if your account has the Copilot Studio license assigned in the Microsoft 365 admin center under Users > Active Users. If you're on a trial or pay-as-you-go only setup, try assigning the Copilot Studio viral/trial license to your account ,
