Agent not Publishing

I have fully configured Copilot Studio and Azure pay-as-you-go.

My billing plan is active and my agent is built and ready.

However, the Publish button is disabled and shows:
"You do not have a user license that allows publishing in Copilot Studio."

There are currently zero Copilot licensed users in my tenant.

I need publishing enabled for my account so I can connect my agent to Power Automate.

    The publish button being disabled with that message usually means the account you're logged in with doesn't have a Copilot Studio user license assigned, even if the billing plan is active. The pay-as-you-go plan covers consumption/usage but you still need at least one Copilot Studio license assigned to the user doing the publishing.

    Check if your account has the Copilot Studio license assigned in the Microsoft 365 admin center under Users > Active Users. If you're on a trial or pay-as-you-go only setup, try assigning the Copilot Studio viral/trial license to your account ,

    The Root Cause
    This error comes down to a common point of confusion: Copilot Studio separates billing capacity from maker permissions.
     
    Setting up a Pay-as-you-go (PAYG) plan or linking an Azure subscription handles your tenant’s credit consumption. It allows you to build and test agents, but it does not automatically grant you the individual right to publish them. To deploy an agent, Microsoft requires a per-user authoring seat.
     
    Billing Plan (PAYG): Configured and ready to pay for usage.
    User License (Authoring/Publishing): Missing from your account.
     
    How to Fix It
    To unlock the Publish button, your user account needs an explicit authoring seat assigned.
    • Have your Global Admin open the Microsoft 365 Admin Center.
    • Navigate to Users > Active Users and select your account.
    • Under the Licenses and Apps tab, ensure the Microsoft Copilot Studio User License (or a Copilot Studio Trial/Viral license) is checked and saved.
    • Sign out of Copilot Studio completely, clear your browser cache, and sign back in.
    Quick Summary
    Think of it this way: PAYG pays for the fuel (the credits consumed when people talk to the agent), but the user license gives you the driver's license (the permission to build and publish it). You need both layers active to go live.
