The version I am able to publish was last modified on
10/19/2020, 1:54:02 PM
The version I WANT to publish was last modified on the same day but in a different time:
App was created on:
7/24/2020, 8:19:56 AM and the live version is from the same day and time.. Please help

If you edit the app and then save it, does it not come up then with the Publish button? It should.

Same issue. Ive saved it but Publish is disabled. This is in the new version of Power Apps.
It seems I have to go out and edit it from "Details", but it doesnt ask me to leave "Save - Notes" anymore, or at least not every time I click save.
