I built a PowerApp that is connected to a sharepoint list. There are a handful of people that have access to it but when they open up the sharepoint it just spins which leads me to believe I made a bad licensing assumptions. I thought that if you connect powerapps to sharepoint it was free to use. If I create a sharepoint list powerapp and publish that will that be free and anyone can see and interact with it. I spent a significant amount of time building it. Although not completely wasted as I have learned a lot but still makes me turn from hero to zero in 2 seconds. Can I use PowerApps through SharePoint list and have people who visit the sharepoint site interact with the PowerApp form control???

In the vast majority of cases, businesses license users through Microsoft 365 plans (eg, an E3/E5 plan).
The M365 plan provides access to SharePoint and also includes a seeded Power Apps license. This seeded license enables users to run Power Apps and to connect to data sources through standard connectors.
It's very unusual for users to have access to SharePoint, but not Power Apps.
I suggest that you ask your users to visit make.powerapps.com and to click settings > plans. If a valid plan appears there, the user is licensed to use Power Apps.
We have an E3 license. And I just had one of our employees view. I have the Power Apps Community but they do not.....so a big bummer. I thought it would work at least in SharePoint...:((((((
I don't think you need the Power Apps Community plan, but rather the Power Apps for Office 365 plan for this to work.
